To answer your question:

There is currently no efficient 3D elliptic solver in Carpet.

However, the answer to your problem depends also on what physical problem 
you are looking at. If, for example, you were looking at 
perturbed TOV stars, then I would suggest writing a simple 1D elliptic
solver to resolve the constraints before mapping to 3D.
