[Users] make ThornGuide

When I try to build the ThornGuide I get something without any titles
for the thorns on the table of contents, nor in the thorns themselves.
 There are no "part" titles.  Neither is there anything in the *.ccl
sections.  (Well actually there is something -- just a bunch of empty
placeholders for what is found in the files.  e.g. it seems to read
the number of parameters and their type, but not their names or
descriptions.)

I tried this with a fresh checkout from cactusdevcvs, with just
CactusBase in my arrangements directory.  Am I missing something??  I
tried this on Linux and a Mac, with the same results for each.
