You can test that. Type

telnet cvs.cactuscode.org 2401

If you see something like the following, it means that they are right.

Trying 130.39.186.101...
Connected to asylum.cct.lsu.edu.
Escape character is '^]'.

If this also hangs, you are likely to have a routing/firewalling problem 
and should go to your sysadmins.
