At the last Cactus phone call I attended, Tom said that the documentation
would definitly be in CVS by the 4.0.beta15 release.  I'm not sure what
the latest status on beta15 is, but I expect it within the next month.

Once the documentation is in CVS, then we can see about converting
all the existing thorns which use the old reduction interface...

I presume Erik will convert this as soon as the new interface is stable
(i.e. beta15 is out).
