[Patches] change the default parameter checking level from "normal" to "strict"

Concluding a recent discussion on the users/developers mailing list, 
this patch changes the default parameter checking level from "normal" to 
"strict".
With this setting, errors in a parameter file will cause a run to abort 
immediately rather than just print a warning to the user. To restore the 
old behaviour, use the command line option '--parameter-level normal'.
