[Developers] CCTK_POSTSTEP

I notice that CCTK_POSTSTEP is scheduled at iteration 0, before the
first CCTK_PRESTEP of iteration 1.  Why is this?  There is no mention
of this in the documentation, that I could find.  Is this a bug?
