[Developers] more patches

Greetings
These patches go to TestGlobalReduce and TestLocalReduce and IOJpeg. 
Also please find attached 2 cleaned up files for PUGHReduce, I had to 
make some modifications based on a conversation with Erik this morning. 
I will be going over the spec in more detail in the near future.
