[Developers] new reduction patches

Greetings
Please find attached early patches to the new GridArray and LocalArray 
reduction interfaces through PUGHReduce. Please keep in mind that lots 
of files got cleaned up and functions were put in logical order 
(separated new and old interfaces). To follow the same logical scheme, 
some files got renamed: ReduceGA.c and ReduceArraysGlobally.c.
The patches for other thorns will follow shortly.
